Design of public policies by local governments is often performed without an integrated re-design of processes and organization. These activities trigger complex processes of representation, aggregation, selection and compensation of interests which sometimes divert attention from the matter of administrative sustainability of the designed strategic scenarios.

Much of the ability in reaching targets relies on effective communication of goals and on the ability of agreeing targets with third parties both internal and external to the administration. Decisional processes that a public administration is called to implement at all levels require a comprehensive and thorough capability for giving appropriate response to all expressed interests and needs.

To promote a comprehensive census of the stakeholders. To periodically run focus groups to spot gaps between expectations of people living on the territory and resources employed by the administration. To make internal information systems more accessible from outside (e.g. Internet Web site containing a dynamically updated map of the city plan).
